Jim has over 13 years-experience working with homelessness, poverty, food insecurity and low-income families. Jim graduated from Fresno Pacific University, where he received a Bachelor’s Degree in Organizational Leadership and from California State University, Bakersfield where he received a Master’s in Public Administration. Jim has been with Flood since January, 2019.
Prior to Jim’s position with Flood he served as the Homeless Services Manager for the County of Orange where he helped develop a systemic response to the homeless crisis. Jim is familiar with the issues surrounding homelessness in Bakersfield and Kern County and is committed to making a difference. Jim Currently serves on the Executive Board for the Bakersfield-Kern Regional Homeless Collaborative (BKRHC) and previously served for three years as the Chairman of the Governing Board. Jim has taught at the University level, serving as an Adjunct in the Fresno Pacific University School of Business. He has also lectured at California State University, Bakersfield on such issues as homelessness, poverty and food insecurity.
Diane Contreras - Director of Operations
Born and raised in Arvin, Diane has been serving the disabled and homeless populations since 1994. Diane has been spent the majority of her career in the nonprofit world, first working at the Independent Living Center of Kern County (ILCKC) for 11 years. Following her time at ILCKC, Diane went to work at the Bakersfield Homeless Center (BHC), where she helped develop and set up what is now the housing department. She served at BHC for 9 years. Diane has been at Flood since 2013, where she now serves as the Director of Operations.
Diane has a Bachelor's Degree in Business Management with an emphasis in Administration from Fresno Pacific University.
Elizabeth Sustaita - Assistant Program Manager
Elizabeth Sustaita is the Assistant Program Manager for the Homeless Outreach Program (HOP)and has been at Flood since April 2019. Elizabeth works directly with Flood’s street outreach teams overseeing their efforts to engage people experiencing homelessness in Kern county. Elizabeth was previously employed through Clinica Sierra Vista where she worked as a case manager for 10 years serving the HIV population.
Ramon Audelo - Clinical Director
Ramon Audelo is a Licensed Clinical Social Worker (LCSW) in the state of California with an office located in downtown Bakersfield, CA. He works with families, adults, and children using a wide variety of evidence-based practices along with using an eclectic approach tailored to the unique needs of each new client. Ramon graduated from California State University Bakersfield with both his graduate degree in Social Work and his undergraduate degree in English Literature and Liberal Studies.
Ramon has over 10 years in social services and serving has over 15 years of experience in a variety of settings and with diverse clients, including both long-term and brief interventions. Areas of expertise include:
-Housing Solutions and Street Outreach/Case Management Approaches
-Adults with co-occurring behavioral health challenges
- Children and adolescents with behavioral health challenges
- Anxiety and depression
- Phase-of-life changes, grief, and loss
- Life stresses and next steps
In his role with Flood Ramon provides program feedback and support to the staff to help assess/engage, link to housing, and provide oversite for data department. Ramon also provides program evaluation and data cleanup for programs. By collaborating with the Program Manager and Assistant Program Manager, Ramon reviews specific goals and objectives to ensure quality service and to ensure Flood Ministries meets funder requirements. He also supplies mental health supports and assessments for Permanent Supportive Housing, quarterly training's and feedback team SWOT meetings, and review all data entered and reported to ensure accuracy.
Ramon believes that change happens when people are given the guidance they need to draw on their own strengths and realize their potential to live fulfilling, happy lives. Ramon provides an environment of compassion and support to help individuals and families overcome obstacles to move forward and thrive.
Rosario Miranda - Housing Manager
Rosario provides oversight for our Case Management department as our Housing Manager. She also serves as our Housing Navigator working closely with property owners and managers to promote permanent housing opportunities for homeless individuals. She comes from 20 plus years of affordable property management experience. Prior to joining Flood, she was responsible for all aspects of property management, budgeting, administration, personnel, occupancy control, government/state compliance and resident relations with the City of Wasco Housing Authority. Rosario is an alumni of Fresno Pacific University, majored in Business Administration.
